In July, more than 950,000 HDB households across Singapore will benefit from rebates on their utility and conservancy bills, the Ministry of Finance (MOF) announced on June 30.
These rebates — part of the permanent GST Voucher (GSTV) scheme and the enhanced Assurance Package — are aimed at helping Singaporean households better manage their cost-of-living expenses.
Rebates will vary depending on the type of HDB flat a household resides in. For instance, households in one- or two-room flats will receive $190 in U-Save rebates and a full month’s Service & Conservancy Charges (S&CC) rebate.
This is the second round of quarterly rebates for the Financial Year 2026. According to MOF, these rebates are automatically disbursed — eligible households do not need to apply. U-Save rebates will be credited directly to utilities accounts managed by SP Services, while S&CC rebates will be handled by town councils.
To qualify, households must have at least one Singapore citizen listed as a flat owner or occupier. Households where members own more than one property, or where no Singapore citizen is registered, are not eligible for the rebates.
Residents can check their S&CC rebate eligibility by logging in to My HDBPage with Singpass. For further clarification, they are advised to contact their town councils directly.
MOF also issued a reminder for residents to remain vigilant against scams. Government agencies will never ask for banking details or money transfers over the phone. Anyone who receives suspicious calls or messages should call the ScamShield Helpline at 1799, which operates 24/7.
These rebates are part of ongoing national efforts to ease financial pressures on households, especially amid inflation and rising living costs.
